It spins because of the rifling in the barrel of the gun which makes the bullet spin when it goes throught the barrel so it more accurate so when it hits the ice its still spinning like when you spin a quarter in mid air and it lands spinning.

@javierjjs forward motion cancels out and the ice melts when the bullet comes into contact with it, you might get the same effect with any other low friction material that can absorb the initial impact and spit out the bullet afterwards
