From what I understand, Capcom didn't use people with English as their native language. They just used Japanese people who could (barely) speak English.

Actually, the voice actors for this game were the original japanese voice actors speaking terrible english. Atleast that's what I've been lead to believe from what I read. Same for Megaman X4. But I could be wrong.

The VC can only get 1-7. Unless Sega decides to port Sega Saturn games, which is unlikely due to space issues. The PS Store COULD get it, but not 100% likely.
