@sagaofbluewing It's got a good reason! it showcases one of the worse movies ever made and I think the DVD distributers didn't want half the buyers dying in mid-viewing...
@fyiab As you can see, Crow isn't talking much. What speech I do see looks/sounds kind of pre-recorded.
The alternative explanation (my personal theory) is that it's really Krankor. The crew noticed him lurking around the studio, unshaven and stinking of bourbon, trying to sell magazine subscriptions, at which point they learned he was out of a job. Scifi didn't want to hire him full time because of his glue-sniffing habit, but the cast, inspired, banded together and paid him in cigarettes.
Seriously, we all THOUGHT Prince of Space was bad until Invasion of the Neptune Men, Goofy as they were, at least the Prince and Krankor had some personality- Space Chief and the water heaters from Neptune had nothing.
You are not kidding, mi compadre. The "hero" doesn't even show up for the whole last HALF of NEPTUNE MEN, it's just shots of that tedious saucer attack.
Plus, Invasion of the Neptune Men's use of stock footage of actual buildings (with people inside, probably) exploding makes the film depressing and disturbing as well as dull.
Oh, I realized when I first started watching anime, years ago, that the Japanese are simply not happy unless hundreds, if not THOUSANDS, of people die in their stories. The more innocent casualties, the better, for them. (Look at the body count in any slasher movie, and compare that to what it would be in any Gamera or Godzilla movie!)
Double Bill Corbett goodness. Gotta love it.

@SuperMarioKarter Ahhh! Ahhh! Ahhh! Or is it Arrr! Arrr! etc? There's a kind of pirate vibe to it (I suppose he was a kind of space pirate).
