To ice somthing. U keep it on ubtill it doesnt burn so about 20 min. Then leave it off fro 15 min. And i can alpy it to skin with out a wash cloth.

@jockrockwell well you can use an ointment. Reason why the skin swells after a mosquitoe bite, is because the skin is allergic to the mosquitoe or any other fly specimen fromthe order of Diptera, especially ones with peircing mouths, thus causing an itch. I ignore the bites, and wait a few days for recovery, maybe ice can stop the swelling or an activity where you can lose concentration from the bite area. Hope this helps :)
