Umm, Co2 lasers make laser beams with this uber frequency that burns through steel, and i think u got the idea. It would burn through a person and basically kill him/her. Its also y Co2 lasers are rated level 4 meaning "do not come close to this thing."

It has nothing to do with frequency--that just affects how we see it (ie. visible or not) and in some cases surface penetration, but is otherwise irrelevant. It has more to do with the energy it can transfer which means beam width and power are more important. A CO2 laser delivering 100 joules of energy over a square millimeter is no more deadly than a Oxygen-Fluorine laser delivering 100 joules over a square millimeter.

Forget the fancy equipment. Just get a NST with a voltage rating at or above the starting voltage for the laser tube. For the tube, just get one on ebay for about $100. Buy some cheap high voltage diodes on ebay. This is to make sure that the output to the laser is DC (not AC). I have 2 high voltage diodes from ebay. Each is rated at 10,000 volts 1 Amp. Put in series for more voltage handling or parallel for more current handling. Basic config is transformer diodes and laser tube all in series.

Just about every CO2 laser is CW because the relaxation time is about 3ms, which is an eternity :p

I think this is CW because the Nitrogen pumps continuosly the CO2 while the Helium takes away the CO2 molecules in lower energy level, maintaining the population inversion.
