Uh, of course it's a political answer. He obviously doesn't care about marijuana smokers. This is something he can leave for the states (the states deregulating it are coming down like dominoes) to decide without blowing more of his extremely valuable political capital on something that is, quite frankly, not the most important issue at the moment. This is just one of those issues where there just isn't a need for federal involvement.

Why are you so suprised? He can look to Canada to see that decriminalization can be beneficial to America. 9 Billion dollars in DEA spending on marijuana alone last year. California made 11 million as revenue from taxes on medicinal marijuana.
