There are many definitions for the word secular, and most of them seem to accept the concept of a "secular theist", and he's probably using it as an exaggeration to point out the basic point of the channel - a theist who deals with the secular aspects of theism such as reputation, defending/opposing arguments, and so on. A non-secular theist would be a preacher, in that case.
