Which line is this? I have a feeling that it's the Pascack Valley Line because that train left from track H and most trains to Spring Valley leave from track H. Also, there were only 4 cars. Most Pascack Valley Line trains are short.

On the NJ Transit routes out of Hoboken Terminal 2 routes go to New York Sate on Metro-North Tracks. To show NJ Transit and Metro-North share the routes in NY State NJ Transit has painted some locomotives and passenger cars in Metro-North Paint.

I'm not really familiar with Metro-North's railroad operation's except for the West of Hudson Service which is the NJT/Metro-North pool agreement out of Hoboken Terminal so I wouldn't be the best person to answer that question.
There are plans in the works to open up the west side tunnel which amtrak uses on its empire and maple leaf services to metro-north operations along the hudson line. These plans would involve 3rd rail to be installed along the length underground, and dual mode locomotives to be used when entering penn station.
This would only work if the east side access project were completed, and expansion of the current penn station took place, as new york penn station is actually more than 2x as busy than grand central terminal, though the east side access project would take some traffic away from NYP, this would only be people going to/from long island for the most part, and wouldn't affect people coming from the port jervis or passaic metro north lines, or the NJT lines.
If/when the east side access, THE tunnel, and other projects relating to penn station and the lines it serves are completed there will most likely be a rise in newer dual mode traction units, be it diesel/catenary, or diesel/3rd rail etc. They could even have a train from Montauk to Trenton at that point if they wanted. I am sure there will be such proposals, all we can do is wait and stay informed.
just to ask how come diesel locomotives can run on the north east corridor from any agencie like LIRR, NEW JERSEY TRANSIT or even Amtrak but when coming to Penn station New york they you don't see them just electric loco's
Diesel locomotives on the Northeast Corridor are prohibited from entering the Hudson River tunnels due to pollution laws. certain LIRR and Metro-North locomotives can use a third rail to power the trains so they can enter NY Penn Station.
they will as soon as alstom fixes all the bugs on the pl42ac's.number 4027 has been shoped.amtrak will not allow them on the NEC due to the fact that if one were to break down on the NEC, that would cause a huge bottleneck on the whole NJT,and AMTRAK systems

the P40 is the former Amtrak Genesis, the first one that was retired since the P42DC order.

I'm not sure about that. But I know that NJ Transit has leased 5 P40DC Genesis locomotives from Amtrak.
