Jazz is considered an American art form because it was created in America. This statement doesn't mean that it's not shared by other cultures - because it is, and there has been a lot of great jazz created outside America. It simply means that jazz was originally created here - it was born out of African American experience and its melding with European culture & instruments. America was the location.
