They probably waited on the Three Thousand because KITT was so damn reliable. Come the time of the Four Thousand, the Three Thousand was probably sill being worked on, hence why it's more advanced than even the Four Thousand.

Yes he is. KARR was KITT's Prototype and had all of KITTS functions. But there was one major flaw. KITT was programmed to protect human life. KARR had no such programming and had no regard for human life. For this reasion KITT was built to replace him and KARR was to be dismantled. But of course that didnt happen.
