They should have a kitten bottle, then the kitten will settle down after they latch on to the bottle and suck.

The kitten is exhibiting what is known as "locking"...otherwise known as a latching reflex in order to secure the "nipple" to *by evolutionary standpoint* get an ample amount of liquid. It has been observed in some isolate feeding cases that those specific kittens will "lock" in a fairly abstractual mannerism resulting in the said nipple to be ergonomically "seated" on the tongue/palate inducing a stronger desire to feed.

Bottle/syringe feeding a kitten like that is not abuse. Even when they are very hungry they will flail at the bottle because they are used to the sensation of kneeding against their mother for milk. Kittens need to be fed very specific amounts of food based on their current weight and age every few hours, whether they like it or not, to keep them alive. They shouldn't be forced, but sometimes you need to encourage them to keep suckling if they've stopped before they finish the proper amount.

@prototypechild Also, those plastic syringes are very hard to use, even if you're trying to slowly and evenly push the plunger so they kitten doesn't get a splat of goop down the throat, so every now and then even with the best intentions it's easy for the plunger to slip and release too much food at once. That's not abuse, it's an accident, and as long as the kitten isn't overfed, throwing up, or experiencing diarrhea, they'll be fine.

This kitty looks hungry to me, not abused or overfed.

We had a kitten just as frantic as him and at first, we bottle fed him but he had teeth at that point so he'd absolutely destroy the nipple. The syringe was the best option.
