A national law should be passed NOT to make texting while driving illegal, but to make cell phone companies install a device that disables texting while in a moving vehicle (over 25mph) using a gps sensor. Insurance companies just need to increase the premiums on young drivers. States need to tax telecom companies to increase prices such that text plans are not cheap and easy [money can go to pay for road repair and emergency services for highway accidents].

Sorry but you know texting is just bullshit behind the wheel. In Oregon it is illegal for minors to drive and text and/or use the phone. But these are also state laws not federal so it's not taking up time with the budget. Also a cop could still pull anybody over if they feel you're being distracted.
