Basically its all genetic but theoretically like a chimp he should have less precise motor skills than a normal Man.

I think that means that each pound of Roger's muscle delivers a higher and more efficient level of strength than the average human or even the typical strongman. So if he had the height & weight of the current world's strongest man, Rogers would actually be THE strongest man in the world because of the sheer efficiency of his muscle power per pound.

At least that's how I'm interpreting this.
