..It IS a rep reward from the Ramkahen in Uldum at exalted.

If you think otherwise, go to the Ramkahen quartermaster and check it out yourself.

Easy to get exalted with the various Cata factions, just grind regulars or heroics with their tabards on. You'll be doing this even without the incentive of the camels for the various blue/epic rewards each faction sells.
