They studied the circulation :) .. They found out it was best people when they went out on a stroll to come back to the place they started at. It helps in parking wise ALOT :P .. for example in Avenues .. it resembles a rectangle. If you parked in the beginning and reached the end .. you got walk ALL the way back.

2nd the mall itself is a circle. Hence 360 degrees :)
