This is south of springfield, ohio at the intersection of US68 and the mad river, on the north bank of the river, west of the road. Idiots like these are why the area is closed to climbing now. Maybe 30 ft tall wall with loads of trees up there to use for top roping (you can walk around to the top). I've climbed that route many many times. These guys are stupid and were just too lazy to walk around and move the rope. The climb up to where he fell is an easy 5.6, somewhat harder above.

"out there" is not 40ft to the left of your tr anchor, its 40ft above your last piece. If you're climbing with ropes(especially on tr), why make something more dangerous than necessary?

@iGloRiFyy It's not the angle of the rope, it's where you'll go if you fall. If this guy had fallen from a few feet lower the rope would have been less horizontal, but he might have hit the ground instead of swinging above it.

It would be nice to see something higher and know what the rigging options were. It looks like his route traverses all the way right of the overhang and the anchor was directly above that point, as far right as the route was going.

If you are belaying in a situation like this (with top-roping) walk so that the rope coming down to the belayer is in the path of the swing. That way if the climber falls he has a chance of grabbing that rope and stopping the swing.
