On the PS3 just hit L1 and R1 at the same time. On the 360 it's the shoulder buttons, whatever they're called. And if you're on a bike you can't do it.

I hav a digital camera and a device with AV Input as well as AV Output jacks (most TVs only have AV In). The game cables go into AV In and the AV cables that come with the digital camera go into AV Out, and like that I can directly record anything that you see on the TV screen. There are several how-to videos on Youtube if you search for "how to record video games."
