It was always typical for Electric Company to reuse "catch phrases" such as "It's the plumber--I've come to fix the sink." Others that come to mind are "That's not the note" and "Who's the dummy writing this show." This is such a clever way to illustrate the double-letter rule where the vowel sound before the doubled letter changes.
The final few minutes of this skit was also featured in the 1975 documentary with Luis Avalos, Hattie Winston and Morgan Freeman busting up after they did the skit.
It came from a cartoon sketch that was also on the Electric Company. I bet it's up here on YouTube somewhere, but it has a plumber knocking on the door and repeatedly being answered by a parrot who says "Who is it?", to which he always replies "It's the plumber! I've come to fix the sink!"

If it was me, I would think it was pretty serious, and I'd go up right away. I wouldn't care if I was in the middle of my supper.

If I was that tenant, I would threaten to speak to a lawyer. Tenants have rights, and supers have responsibilities.

They quoted that plumber line on MST3K -- is it from something else before this?

@SeeSamSit Yeah, I think that was a little in-joke for the plumber to say.

And a lot of others, particularly the one where he's bathing in a casket. It is uploaded on YouTube.
