no those were real reporters. Taiwan has very little crime and this is the first time a lot of those policemen have actually fired a gun. They are amateur cops because theres no real crime to practice on. Taiwanese gangsters are organized and dont do stuff like that on the streets. Spike strips are very effective if high speed is being used but in the city traffic there is obviously little effect of driving on flat tyres. The whole persuit would have been over much sooner if they had shot out his radiator. 5 minutes later he would have been sitting in a statue instead of a car.

It would seem the police were trying to avoid shooting the suspect, and why not if he's not pointing a gun at them.

These police really are amatuers. I'm sure you could find little kids with better tactics. They had him stopped so many times and all they had to do was to put a car in front of him. They let him go each time. Then in the end these assholes killed him. He wasn't even armed and yet it still took half the police force on scooters to stop him. Then one of them just shoots him.
