What exactly are these powers the "President of the Senate" can do? They vote in the case of a tie, but since they are not a senator they cannot introduce legislation, they cannot filibuster, they don't get the floor.
You really believe that for over 200 years no one has ever noticed that they get extra powers as the vice-president?

The word "president" has as its root "preside", which means this person controls the process of the senate. Since the VP was not elected to the senate, he only votes when there is a tie that needs to be broken.
You'd have to be pretty dumb to think Biden is a man of the people.
