Palin and Coulter are right when they say the VP can exercise influence on the Senate. Biden and Colmes are wrong when they posit the VP to be without power.

What exactly are these powers the "President of the Senate" can do? They vote in the case of a tie, but since they are not a senator they cannot introduce legislation, they cannot filibuster, they don't get the floor.

You really believe that for over 200 years no one has ever noticed that they get extra powers as the vice-president?

Article I, Clause 4, Section 3 of the US Constitution: "The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided." The word "president" has as its root "preside", which means this person controls the process of the senate. Since the VP was not elected to the senate, he only votes when there is a tie that needs to be broken.
