It isn't THAT hard to make a decent Madden update. Yeah, there's a lot of programming, but it's EA's biggest single franchise, they can afford the manpower. Add in the new stuff, update the rosters, and add like 3 more animations and EA thinks the next Madden is ready. Of course, since the license was bought, there's no incentive to make a good game. Every single one since 05 has sucked, and most people will tell you that NFL 2K5 was the best football game ever.
