I work with movies, and I see this faulty compression a lot. There is 3 ways to compress video: Actual size of the video, decrease amount of color and pixels and then there is key frames. Keyframe: 1 totally new frame witl all info in it. Frames between key frames change only from the parts that are changing. The parts of the video where is no movement is actually previous key frame. It changes when the video arrives at new key frame. This way there is less data on the vid = smaller size. Sometimes there is errors and weird stuff between the keyframes.

This stuff happens when you compress video, The samekind of compression what happens for example in .jpeg picture file (less color, less pxels) combined with fewer keyframes makes this kind of stuff happen. Sorry, but its just that. I myself am open minded to thing. I have studied media and communications in university level and done my own research about extraordinary (ufo`s etc.) stuff for 3 years. And yeah, something is very propably going on but this is just video compression here.
