Depends on the parachute system and from what floor you jumped. Base jumping parachutes can deploy as low as 100 feet. The top floor of WTC 1 and 2 was over 1300 feet so in theory a base jumping parachute could save you. Or at the very least give you a better chance than with no parachute at all.

Anyways, your idea is oversimplistic. A jump like this is basically base jumping, which is much more dangerous than regular skydiving. Many of the people would be jumping for the first time and get hurt or die from mistakes during the jump - like opening the chute too late or panicking and not putting it on right. Wind currents around tall buildings are unpredictable. Landings on urban streets are also very high risk.

Anyways, your idea is oversimplistic. A jump like this is basically base jumping, which is much more dangerous than regular skydiving. Many of the people would be jumping for the first time and get hurt or die from mistakes during the jump - like opening the chute too late or panicking and not putting it on right. Wind currents around tall buildings are unpredictable. Landings on urban streets are also very high risk.
