For god's sake. It was NOT a horse collar. Horse Collar (by definition) is the grabbing of the opponent's shoulder pads and dragging them to the ground using all of the tackler's body weight. The lion had his JERSEY (you can see the black of AP's pads at 0:46) and then wrapped up and took him down AFTER the ball was popped loose, too. So even if it was a horsecollar, it would have been a blocking, after-the-turnover penalty.
