Nope, it's a program called PaintTool SAI. It's pretty much a simple version of Photoshop and a heck of a lot easier to use.

I've got mine set up almost exactly like this guy's, but everything's on the left side.

The brush pallet is a dead giveaway to it being PS. Same with the tools and the color slider. If I had a good guess, I'd say it's CS2
