The rules are, as you so mistakenly quoted, "No player shall lead with his head!" This player tucked he head and lead with his shoulder/chest. And, if you notice, the refs, who know more about the rules than you, saw it as legal. Take it from a true D-1 college player and not some couch potato.

Just an example of head to head contact. The receiver was looking away from the defender and was focused on catching the ball. The defender took that opportunity to get his helmet under the receivers face mask and make head to head contact. Not what I would call to best of form. It does not follow the fundamental rules of how to tackle properly and could cause serious injury to one or both players. To someone ignorant of proper football technique this probably looks exciting. Its just stupid.
