The word "and" is a conjunction. It isn't correct grammar to start "and" at the beginning of a sentence. Though, I guess anything is possible now days, considering the avg. I.Q. is 100 for U.S. citizens. If you're not a citizen, you've either been taught incorrect grammar and/or do not care to write correctly.
