because they have 4 billys, but as it was a saturday night they need 1 billy performing and 1 as the understudy, thus only leaving tanner and tom to do it, they needed a third and layton williams was free. hope this explains it :)
I think its because the show is so demanding-they only had the first 3 billys for 2 months-ish before they got leon cooke, and it has been 4 billys ever since. I guess it also because they have a constant amount of billys in "billy school" learning to b billy, so they can afford to do this, whereas they were limited because they did not no HOW demanding it would be with the first billys, so they just picked 3. for appearances like this, it is useful to have "extra billys" just incase, eg for tv
