There is a rule named "simulation" in the Laws of The Game, which rules against simulating a foul (diving). If you dive you are breaking this rule, and attempting to gain a competitive advantage by doing so, hence, it is cheating.

If you are the last defender (which Neill was) and are in line with the direct route to goal (which Neill was) and cause an obstruction (which Neill did) then the referee must AWARD a penalty.
The only injustice was that Lucas Neill wasn't sent off, as Materazzi was earlier in the game. So was Australia cheating earlier in the game?
