Because to the government, soldiers are expendable and mostly a waste of money, they save money by not giving them high wages.

American football players aren't payed by the government and don't use billions of dollars worth of equipment, and thusly get much higher pay in proportion to the amount of people they entertain and the revenue they bring in by simply playing well. Though I agree with you, but I think US soldiers get a higher paycheck then british ones, for example.
