No way is Dumbledore better... Voldemort was the greatest EVER wizard in Harry Potter. He was the only wizard who had more than 2 souls (7 split 6 in powerful objects) He was so powerful he nearly killed Dumbledore(the master of the Elder wand) and would have if the Ministry didn't arrive in time. Dumbledore himself says, that Voldemort knew and mastered the most evil and most powerful spells/curses no other wizard had ever dared to attempted.
