This is a fan-made film, not a professionaly made anime or animated series or anything like that so you can't expect perfect animation. For something that is fan-made, this is actually pretty good. It made me nostalgic about the original Deus Ex and really made me want to replay it again. I guess haters gonna hate.

Of course do they share similarities. Both is cyberpunk and dystopian which Neuromancer was the first to show. Its author William Gibson was one of the first to do the dystopian fiction. Both Ghost in a Shell and Deus Ex is based on thoose ideas and are in the same genre.
