Can you please provide a citation where Ruse said that? I know his work pretty well and that does not sound at all like the kind of thing he would say (it does sound like a typical creationist quote mine, thought.)
Perhaps more to the point, even if Ruse said that, he's simply wrong. On any reasonable definition of science evolution is a science.
@SisyphusRedeemed Ruse never said that but in fairness to RebelRay, no combination of English words could produce a sentence too stupid (or disingenuous) to be plausibly attributed ti Michael Ruse.
@RebelRay The word "even" is used to introduce an extreme case. As regards "atheist" philosophers, Ruse is, to be sure, an extreme case -but he's not at the end of the curve you're thinking of.
He almost makes the fact that science 'changes it's mind' is a weakness. I'd say that that skepticism is one of science's strengths, that and the process of things being revised. The ability to say 'we don't know yet, we have theories we're testing' Rather than the simple non answer of 'god did it'
You shouldn't be allowed to have some without others. I like all this modern medicine, but I'm not big on evolution or science?

Evolution isn't science. Even Michael Ruse, an atheist philosopher, says that evolution is a philosophy and a religion.

Evolution is a natural process. Evolutionary biology is a science branch.
