lol funny similar thing happened to me earlier...weird stuff goes on at anvil docks...once i caught heinrich oaken hull having a little swim in the sea but he swam under a ship couldnt swim back up and drowned :|

When I first played the game, I expected him to turn out to be someone from a parallel universe / plane of oblivion
itchy clothes = his body
fish = every living thing in tamriel
dragonships = spaceship, teleporter, oblivion gate, whatever...
