Effective turtling is a very difficult thing to do. If it wasn't, any idiot could just rush them down and beat them down. I play as DJ and he is also a chrage character like Guile but I never turtle. Guile doesn't need to turtle, especially not that his charge moves' wait time have been cut down. If you're so desperate for a rush-down, straight-to-the-point fight, then perhaps you should go play 3D fighters like Virtua Fighter and Tekken. The whole point of 2D fighters with their projectiles and full-screen tactics is that it gives a different style of play as opposed to simply running up and slapping each other the whole fight. If you're not good enough to get around a turtle-style then that's YOUR fault for sucking, not theirs for outsmarting and outplaying you. lol
