You can see the "shape" from the very beginning. If you were to crop the video to the point where it begins "walking," then the video would be much more difficult to decipher.

Still, this video was used in that creepy compilation that i saw years ago, so it's nice to finally see the original footage.

It was water on the windshield. You can clearly see them in focus as rain drops before the so called "crossing".

As the car follows the curve the camera person turns the cam to stay trained on the road causing the rain droplets to go out of focus and APPEAR to be a ghostly figure crossing the road.

In short its an optical illusion.

The raindrop isn't moving. The camera is turning with the car, so the point of view changes, making the drop appear to cross the road.

When the car went around the curve, the cameraperson turned the camera to keep the road in perspective, which made the point of view to the water seem to drift across the road. If you watch the early part of the video you can see the water on the glass before it "crosses" the street.
