I would argue that Anubis was one of the more powerful fighters in the show. Remember that after he came back and took the Ancient One's place, he could still fight with his staff (and even impaled a dude with it). So he could fight with or without his Armor of Cruelty.

Both badasses, both caused a hell of a lot of suffering in their time, and both eventually turned good.
In terms of sheer villainy, the win goes to Vegeta. He laid waste to entire planets and probably killed millions of people before he reformed.
It's a no-brainer from where I stand.
