Is Barra airport ust an airport with the tide in the way?

Does it submerge daily?

I don't think so, this plane has already flown to Barra for about 15 years. They wash the plane with fresh water in Glasgow, and when its raining, the rain washes off the salt water.

Well, it's low tide, so it's just some cm of water laying on top of the sand/ beach.

The RWY is under water 2 times per day, so the schedule to barra is relying on the tides. Actually my flight up to Barra was delayed for 1 hour because of the tides!
