You don't need to but it theres lots of way to get it free(Un Ledgitly) though so any svp you download for free is going to be illegal , but yano :L But yeah I would reccomend if you get a capture card , For price saver easy cap , for the best hdpvr , Or for something in the middle a dazzle. You should get sony vegas though its helps alot!

Yeah blowing up a 640 x 480 video to 1920 x 1080 is not going to take on the same quality as it would if it was recorded in 720p or 1080p.
