The only two legitimate waltzes are the Slow (English) one and the Viennese one. This is neither. Probably something concocted in the US for crowded night club floors. But, I repeat, not a waltz.

Tango Waltz (or Argentine Waltz) has been danced for the past hundred years all over the world and it's got the timing of a waltz and the complexity of a tango.
Look up "Desde el alma", "Lagrimas y sonrisas", "Romance del barrio", "Sonar y nada mas"... You may like it :)
I've checked it out and you're right, there is such a thing as the Tango-Waltz, albeit it looks for all the world like the Milonga form of the Argentine Tango. I'm not sure I can detect much waltz in it, but that's equally true of whatever the guy in this clip is demonstrating.
The problem lies in the insistence of some on your side of the 'Pond' on referring to the American Social Waltz and American Social Foxtrot as the 'Waltz' and 'Foxtrot' respectively. I don't know if this stems from arrogance, ignorance or plain idleness, but it enables guys like the one in this video to give the impression that they are teaching the bona fide dances, when in fact what they are demonstrating are grossly simplified and technically all-at-sea adaptations.
