Science does not have an answer for this question and neither do you. In the stone age, people did not know how rain occurred and lacked an understanding, so they full filled the explanation with X god(s). This is fundamentally wrong and science now covers their asses when it comes to religion, we can say we don't know until evidence is found and we can use the best known explanation.
