If you watch more of the Luke Story, you'll understand. Jade, Luke's cousin, wanted to get back at Gwen on something. So she Put an ad on the internet, looking for someone that looked like Gwen to get back at her but making the "double" do something bad so people would think it's Gwen. But The thing is Gwen got really close to Gwen and became friends. But Chleo as her own master plan.

Luke is kind of an asshole to Noah when they first meet. It is a funny story on how they turn out in future episodes.
