If you dont find Rohnda on the table then go to the first floor of the brodcast building and go out the back door. Instead of going up the stairs go underneath them and move the barels. Once you have moved the barels you will find a black rock and underneath the black rock is the key to the 2nd floor...

idk if this is true but you can find the key under the stairs behind the broadcast building to get to tabitha and kill her an optional way to completing the quest

Make sure you have high science skill before you even attempt this quest. Reprogramming the Mr. Handy makes it much easier. It's bad enough you need to kill all the Super Mutants and Nightkin. Don't kill Tabitha, it makes the quest much less of a pain in the ass.
