As others have stated, Luca Blight is the strongest single character in the game. He is completely unassisted by a rune while everyone else who is powerful is assisted by a rune. He's probably one of the best villians in a video game too. 1 vs. 1 no one could stand up to a full fight to him.

Uh. Luca Blight, to my knowledge, is the single most powerful human being to ever grace the Suikoden series. Not only is he able to slaughter 3 teams of your strongest fighters, and take hundreds of arrows, all singlehandedly, he has enough strength to OHKO you if you mess up your duel. He doesn't hold a true rune. The Beast Rune lies on the floor of the throne room in L'Renouille. So yes, as WildCrimson said, Luca Blight is the single, most powerful human being in all of Suikoden. He wasn't only physically strong, he was also deranged.
