@TomatoeAssassin explained earlier in the episode, its an allotrope that stays semi-liquid even at sub-zero temperatures. Of course given H20 only has three atoms in the molecule I'm not sure you COULD make an allotrope of water. Still its not as stupid as it first sounds.

The Thals and Daleks were like the English and German... They all lived peacefully on one planet until one side wanted all the power (The Daleks obviously) and war was the answer... Then they mutated due to the nuclear radiation after the war... Soooo Skaro is also the Thals home planet in a weird way... Why they still live with the Daleks... I do not know... After the Eighth Doctor's movie The Great Time War happened... After TGTW Skaro's atoms were manipulated by the TARDIS...
@spikespeed125 I don't think its FULLY stated in any episode but its heavily implied the Thals kicked the Daleks off skaro(presumably in The Daleks) and this episode takes place before they return to it (in Destiny I suppose - odd there was no mention of the Thals, I suppose the Daleks wiped them out. :( Either that or they legged it beforehand precisely to avoid that.)
Fantastic episode.I love how the referance is made to the first dalek episodes and the doctor an old friend of the fahl.I so want to go to scarro with dr. who!!!
I think we won't be getting rid of the Daleks anytime soon XD They've been around since Season 1 and íf we can trust the trailers, Matt smith is going to be punching the hell out of them in Series 5 XD But I don't mind, they're entertaining, and yet scary. The perfect mix between 'monster' and 'villain you can talk with/be taunted by'....
