It is Hastings pier. You can see the White Rock Theatre to the left (23 seconds in !).

Looks like Hastings pier to me.

Interesting. Seems all the blue has faded with time leaving only the reds and the greens... or it may have been that the film was that way to begin with as some early colour film was only capable of red and green.
