Well i meant that they didn't exist as an empire. Rome was just a small town if not a village back then. Nothing like the city it became during the time of the roman empire.

I wouldn't dispute that, But the "Persian empire" is a very loose term it refers to a large number of dynasties a very long period of history, there were periods where we (the Persians) oppressed, not least of course our own people.
