It is never certain. It can be weeks, months, even years. But usually it starts when a leader is faced with a decision he/she wants but may not necessarily be right for the people if they go through with it then at that point I would say they are corrupted by their power. It usually starts small and seemingly insignificant but like a spoiled child if they get what they want every time then the one time they don't it will be very bad.
