Well, to be honest when planes fly as high as they do, its pretty hard to tell what it is from way down on the ground. For noobs like these, it was an honest mistake I guess.

At 10,000 ft+ there is no way of telling what it was. The pilot did an amazing job getting it back to the ground after loosing all hydraulics, he had to rely on Asymmetric thrust. The Air traffic control directed him to land over the edge of the runway in a gamble that the dirt/dust flying up would extinguish the fire; which it did.
