A bit more searching led me to this. Great song and interesting to find out that it wasn't released in Canada or the US because the political context of the song.
Apparently, it was written by Drafi Deutscher for Marcia Barrett when she was solo, but when she sang it with Boney M on tour is was so popular they added it to their second album.
Everyone knows this record was released by British counter-intelligence (or possibly counter-counter-intelligence) because only bigots and terrorists analyse the sociopolitical background of Boney M lyrics, Normal people just dance drunkenly, so they do.
